I recently had to change my router for an unrelated issue and after installing a new router, I can now install any blizzard download file fine. No longer getting stuck at "downloading new files", it appears my router was blocking the connection. Hope this helps any of you who are still dealing with this issue. But DONT pause the download, just close it and make sure you end all blizzard processes. Then go back into your folder, delete the new destiny 2 folder it just made and replace it with the original one you moved to your desktop.
